Tobacco Regulation: AFTER the Bills become Laws,..what happens?

In Washington this week, everyone is focused on Healthcare Reform.  Political horse-trading is going on behind closed doors.  Many on both sides of the isle say the current bills are bad for their own reasons.  The mantra from the White House and Congressional leaders is now “This bill isn’t perfect, but making it law is better than doing nothing.  We can fix it later”.  Politicians always have to “something” to show for their tenure in office or come re-election time, they will be defeated as ‘do-nothings’.  A lot of bad laws are passed because of this and some good ones as well.

Unfortunately, good or bad, the legislation becoming law is only the tip of the iceberg.  Senators and Congressment from both political parties will admit they don’t have time to
